Pathways to prosperity: Safeguarding biodiversity in development

The report identifies improvements and extensions to the array of tools currently available in New Zealand to manage the impacts of development on biodiversity. They can all be implemented with no or limited legislative change. The changes we recommend will not only yield improved outcomes for nature, but will do so in an effective and efficient manner. There is much opportunity for agencies, communities and the private sector to better manage the impacts of development in order to achieve biodiversity protection goals without significantly constraining economic development. For resource users and developers, more adaptive policy will enable greater flexibility in achieving economic outcomes.
